This paper focuses on the role of elites, transnational and domestic, in the transformation of Romania into a major business services offshoring location in Central Eastern Europe (CEE) over the last two decades. The paper reveals the role of elite agency in connecting domestic resources to business services global production networks (GPNs) in order to drive domestic institutional transformation. A lot has been written about the agency of labour; yet there is a gap in our understanding of the agency of elites, specifically how transnational elites articulate with other elites at the national-, meso- and micro-level and produce institutional changes. Drawing on literature on enclave creation and dual economies, the paper illustrates how the alliance between domestic and transnational elites shaped transformation across the sector by implementing labour market flexibilisation and by crafting a ‘sound’ business environment in terms of infrastructure, investment incentives and bureaucratic framework to emulate institutional conditions of the home country. The development of the Romanian business services sector into an ‘enclave economy’ has become dependent on collaborative networks with domestic universities and intermediary organisations, which played a key role in facilitating foreign investment attraction and linking domestic resources to the needs of multinational firms. The main objective of our analysis is to identify and quantify the export effects of foreign direct investment in the sector, as well as the effects of other relevant export determinants, and to explore the possible long-run relationship between the variables. Using panel data on 80 developing countries observed in the period 2005-2017, we employ the system-generalised method of moments and the method of quasi-maximum likelihood to estimate a dynamic agricultural exports model. Additionally, we test for the cointegration between exports and foreign direct investment using the Pedroni and Kao approaches. We find that foreign direct investment inflows have a positive impact on agricultural exports in the analysed countries in both the short run and the long run. Thereby, we identified the significance of both direct and spillover export effects. This implies that the liberalisation and promotion of foreign investment in agriculture could alleviate the problems of capital scarcity and constraints in developing countries and increase their agricultural export competitiveness. For robustness of panel data analyses, the study uses second-generation approach and a heterogeneous procedure for panel data for Southern Asia from 2000 to 2020. The empirical investigation of long-term impacts driven by augmented mean group (AMG), common correlated effects mean group (CCEMG), and mean group (MG) assessors further supports the significant and positive impact of FDI, economic growth, and energy consumption. The paper discovered robust evidence that FDI inflows in the service sector significantly contribute to the increase in services exports in the South Asian region. The findings of the paper have important policy implication for boosting exports and addressing the problem of perennial trade deficit in the South Asian region. The results reveal that adoption of investment liberalization policies is essential for South Asian countries to attract services sector FDI to enhance the services exports and to move toward the path of economic stability. The paper analyses how does the into the growth potential of labor productivity during period of 2010-2016. The shift-share analysis of OECD data within 11 key sectors decomposes the determinants of labour productivity and determines contribution to the potential of labour productivity growth. The results are interpreted on the basis of the sectoral, competitive and residual effect. Findings proved no signiAcant differences in productivity between economics however the localization of foreign capital to technology-intensive industries does not put pressure on progressive productivity growth. Decreased inflows of foreign capital, averaged by 8% from all sectors within the region, are driven in each country by a different industry. Results also demonstrated more attractive structure of the sectors of the Czech and Hungarian economics for stimulation the inflow of foreign capital into a country. The presented approach contributes to the issue of complexity of the FDI localisation and the countries' ability to assume the presence of foreign capital. The stated recommendations are considering the economic regulations related to pandemic situation in 2020. At the same time, governments around the world have enacted data policies that restrict such cross border data flows in their effort to claim sovereignty over data generated from within their countries. However, scholars have long proclaimed that any restrictions to the Internet and associated digital trade will have serious economic consequences. Given this context, we analyze the impact of data policies that impose restrictions on digital trade, specifically on cross border data flows. We construct Market Data Restrictions Index (MDRI), that measures the data restrictions faced by an exporting country from their trade partners. We use a variation of random effect model on a panel data set consisting of 60 countries that contribute to more than 50 percent of IT services export during the period 2006-2017. The results indicate that apart from variables such as Foreign Direct Investment, and Service Value Added, the MDRI of partner countries has a moderate negative effect on IT services export. If countries move from liberal policies to stringent data restrictions, the economies of the country that exports its ICT services to these partner countries is affected substantially. Hence government regulators shall be cautious in imposing stringent data restrictions as it affects global digital trade. This study addresses the essential question of the impact of a sound business environment in attracting or deterring foreign direct investment (FDI). This research utilizes the firm-level World Enterprises Survey (WES) data and employed the parametric and non-parametric methodology. The binary logistic regression and decision tree have been used to analyze the business environment. The author examines how macroeconomic factors influence the FDI investment decision. It was found that the two models perform very similarly in terms of predicting the business obstacle. Results of this study show that the trade regulation is the area of concern for a sound business environment that is identified by both methods in this study. Countries with stronger contract enforcement and more efficient international trade regulations create a pleasant business environment to attract more FDI. During the Fourth Industrial Revolution, there is significant importance of FDI. It is especially related to EU economy because it will help to overcome challenges and difficulties EU is facing with. These challenges are consequences of Covid-19 pandemic and competition represented by other developed and growing economies. Since FDI enhances convergence process, it can decrease differences in development level among EU economies. Research subject is competitiveness of the investment environment in EU and member states for the period 2014-2019. Objective we set is to appoint drivers of FDI in EU and its member countries. Determining key drivers to attract FDI will enable to create recommendations that can be guidelines for macroeconomic policies that will increase competitiveness and convergence level, enhance economic growth of EU and its member countries. Such macroeconomic policies will enable EU to overcome consequences of Covid-19 crisis and remain competitive in global environment in the age of the Fourth Industrial Revolution. The methodology is grounded on a system generalized method of moments estimator for dynamic panel data models and includes 27 EU members. Results show correlation of innovation capacity, tax burden, human capital, ICT and lower government involvement in monetary flows on FDI inflows in EU member countries. The methodological basis of the study is presented by the theories of FDI and capital transnationalization that affect the FDI and international trade nexus, as well as the global value chains (GVCs) theories. The information base for the study was the UNCTAD data on FDI stock, FDI flows, merchandise and services exports and imports of the Visegrad countries for the period 1995–2017, as well as the databases of WTO, Eurostat and Central statistical offices of the Visegrad countries. The paper adds to the understanding the FDI and foreign trade nexus in a recipient country. The quantitative and qualitative trade-related effects of FDI attracted into the Visegrad Group countries are determined and calculated, the factors caused them are revealed. Econometric assessments of the relationship between FDI and export-import operations in the studied economies are carried out, tools for forecasting the export effects of FDI are developed. Key points of the policy of FDI-led export expansion are highlighted. We reviewed and summarised 37 theoretical papers, 27 micro-level empirical studies and analysed 627 specifications from 117 macro-level empirical studies. In exploring the reasons behind the variations of the reported effects in the empirical literature, we applied meta-regression methodology. Our results indicate that the existing empirical literature generally reports a positive impact of foreign direct investment on exports, especially in developing countries. The reported effects are sensitive to research design, model specification and the context of the research. No publication bias was detected in the sampled studies. Based on our results, we provide some avenues and guidelines for future research on this topic. Our results could also have some important implications for policymakers.
