I look to substantiate this claim by examining at a wide range of sources on how Hungary feels toward neighboring states and show the preponderance of emotions connected to collective narcissism. The real-life consequences of collective narcissism are demonstrated through a case study of the relationship between Hungary and Ukraine before and after the Russian attack of 2022. Overall, I find that anger is the master emotion of Hungary’s kin-state policy, resulting in a lack of solidarity and characteristic self-centeredness in Hungary’s foreign policy, which cannot be explained by rational factors alone. Within this context, Victor Orbán has rejected liberal multiculturalism and instead advanced an “illiberal multiculturalism” that deploys multiculturalism policies to serve electoral rather than integrationist objectives. This development can only be fully understood when past institutional commitments to minority rights that once made Hungary look like the poster child of the post-socialist transition to liberal democracy are shown to be what they really are: shallow reforms without a genuine commitment to multiculturalism. The chapter concludes with a brief speculation about the possibility of liberal multiculturalism actually emerging in Hungary. Despite all appearances there might yet be hope for the emergence of a genuine commitment to multiculturalism. More specifically, it deals with the legal aspects of the definitional exercise of belonging to the Hungarian nation, starting with an analysis of the relevant provisions of the 2011 Fundamental Law of Hungary and moving on to assess the phenomenon of external ethnic citizenship. The surrounding political and legal debates are read together with insights from normative scholarship to trace the changing meaning of who belongs to the nation, in what sense and with what practical consequences. The paper discusses the political context of the changing constitutional and citizenship rules to demonstrate the circularity in defining the nation: who gets to vote will have an impact on who decides on who gets to vote which in turn will have an impact on who gets to vote, how, and for how long. The article concludes that supplanting the political nation with the ethno-cultural concept means that overinclusion has given way to underinclusion. For instance, some who used to be defined as part of the ethno-cultural nation have come to be viewed as voluntary outsiders: with the availability of non-residential naturalization, those who opted not to acquire Hungarian citizens can now be seen as also falling outside the nation, rewriting basic tenets of national identity.
