At the same time, the Orbán government has exploited the country’s internal divisions which, for example, reflect long-standing contestations between liberal and conservative understandings of national identity and purpose. Employing a critical border studies perspective, this article explores Hungary’s illiberal practices of socio-cultural, spatial and temporal border-making. These are central to Hungary’s project of ‘illiberal democracy’ and the forging of a political environment that marginalizes alternative viewpoints and that extends into the organization of civil society and everyday life. European dimensions of the Hungarian regime’s border politics are also briefly discussed in terms of evoking liberal-conservative divides and Hungary’s claims for greater national recognition as a defender of Europe’s Christian heritage. In the concluding section, the potential significance of Hungarian illiberal politics in terms of an erosion of social cohesion both nationally and within the European Union will be considered. The research is based on qualitative interviews on both sides of the borders. It shows that despite other options for border control, fortifications still play an important role, especially for asylum seekers. Fences fulfill a material, a symbolic and a filtering function here. The three functions contribute in different ways to preventing asylum seekers from crossing the border, thus depriving refugees of the opportunity to apply for asylum. The paper shoes that fences fulfill functions that other forms of border control (such as shifting or smart borders) cannot accomplish in the same way and it thereby contributes to understanding the ‘puzzle’ of contemporary border fencing. Traditionally, Hungarian border studies, and with them geographical conceptualizations of Hungarian state spaces, have reflected changing historical and political contexts as well as dominant scientific paradigms that have shifted with time. In the past, this has also manifested itself in varying degrees of environmental determinism and ethno-nationalism.In the contemporary context, Hungarian border studies have developed a plural, multilevel as well as critical focus that interlinks diaerent areas where borders are politically and socially relevant. As will be elaborated in the following, several conceptualisations of Hungary’s border situation have emerged that reflect: 1) new cross-border economic, political and social spaces, 2) the influence of European integration on Hungary’s politics of borders and 3) the symbolic significance of contemporary and historical borders. These concepts, which will be dealt with below, express both historical continuity as well as conceptual innovation deriving from more recent experience. Above all, the development of Hungarian border studies, particularly since 1989, is of particular significance as it manifests a shift from an ‘introverted’ perspective to a conceptualization of Hungary both as a nation-state and as a borderlands society within contemporary Europe. This contribution makes no attempt at comprehensiveness and it is, admittedly, a highly selective overview of a very rich and multidisciplinary research field. In the interest of brevity, attention will focus on only a few representative strands of investigation that, in my view, have been formative in the more recent development of Hungarian border studies. This paper investigates four fortified borders: those between Hungary and Serbia, the USA and Mexico, Algeria and Morocco, and Pakistan and India. Starting from current border re-search, it asks how fortified borders control mobility, who is affected by forti-fications, and how. Based on qualitative interviews, the paper finds that although all four borders are similarly fortified, they control mobility in different ways; while the Hungarian and the US border fences filter mobility, the two other borders instead block all forms of circulation. The paper conceptu-alizes these different types as filter borders and deadlock borders. It then ex-amines their effects and analyzes not only how they are related to inequalities and power relations, but also how they can be used as resources. The filter borders reinforce the global gap in mobility rights by blocking migrants, whereas the deadlock borders also lead to increasing inequality within a country – between the capital and the border population – by cutting eco-nomic, social, and familial ties across the border line. The two border types also indicate different relations between neighboring states; filter borders are related to a clear gap in wealth and power, with one state exploiting the fortification to its advantage. By contrast, at the deadlock borders, the power balance is more ambiguous and contested.
