	abstract = {The paper deals with the very general topic of “crisis and public administration”. First the notion of crisis is investigated as well as its different phases, as well as crisis management and its forms. Then the new Hungarian legislation on crisis management is analysed from this perspective in the constitutional framework. T he second part of the paper focuses on different forms of administrative action and its characteristics in crisis. As most important type of action, administrative rule-making is identified and its typical subjects and methods are analysed thoroughly to then turn to authoritative action. Finally follow the characteristics of public service provision in times of crises, with an emphasis on digitalisation trends. As a conclusion, in view of the increase of discretionary powers and the parallel decrease of legal protection, the paper urges to strengthen the principle of legality, as resilient public administration must be characterised both by lawfulness and efficiency.},
