Their essence lies in weighted indicators, i.e., combining the values multiplied by the weights into one summarizing index. However, determining the significance of indicators is important in such approaches. It can be done in one or two stages. In the first case, the significance is assessed immediately, in the second case, the importance ranks of the indicators are determined before the assessment. Today, most people are satisfied with the first method, i.e., determining significance without knowing the importance ranks. This makes sense when the number of indicators is small. Socio-economic phenomena are, by their nature, complex and multifaceted, so in practice they manifest in many aspects. Therefore, their condition can be adequately assessed only with a large number of indicators. The significance of the indicators of such systems is assessed by comparing the importance of paired indicators. However, in the presence of a large number of indicators, there are constantly recurring problems - excessive volumes of expert evaluations and, as a result, a decrease in the adequacy of the evaluation. Transitive analysis of index importance (TAII) is the proposed methodology that allows to significantly increase the number of evaluated indicators while reducing the volume of expert evaluations and increasing their adequacy. This can be achieved by integrating their transitivity as a property into the ranking procedure of determining the importance of indicators. In this way, the volume of expert evaluations can be reduced by 40%. The suitability of the proposed methodology has been verified using real problems. Its development is essential to understand how this phenomenon can be leveraged, allowing to achieve a more inclusive and developed society. Social media platforms have been recognized as a relevant tool in promoting female entrepreneurship, but studies in this area are still limited. Through a bibliometric analysis combined with a literature review, this study concluded that the studies published in this area essentially focus on one of three perspectives: a business creation perspective, a business strategy and performance perspective, and a women's empowerment perspective. Moreover, articles analysed used a diverse range of research methodologies and focused mainly on developing countries. It aims to provide guidance on what support is needed for startups in the post-crisis period to re-launch the economy and to contribute to the region’s economy with positive results. The research was carried out in two stages: first, in 2021 through an online survey, and then, in 2022 in-depth interviews due to the economic crisis caused by COVID-19 and the Russian–Ukrainian war. A mixed research methodology was used, which comprised an online questionnaire administered in the Crunchbase database (n = 97) and in-depth interviews among startup founders and experts of the startup ecosystem (n = 22). The research summarizes the V4 countries’ measures to protect entrepreneurship with a particular focus on startups. The research found that a crisis such as a pandemic did not have a uniformly negative impact on startups. The winners of the economic crisis are startups in IT, healthcare (Medtech. health-tech), e-commerce and digital education, while those who fared worst are startups in tourism and hospitality. The positive impact of the crisis has been a cleansing of the startup ecosystem. Business support measures supported the viable startups and helped them survive. La creación y desarrollo de proyectos y empresas conscientes de su impacto en el planeta a corto, medio y largo plazo generan mucho más valor cuando este liderazgo proviene de una vocación empresarial femenina, al optimizar el valor de la diversidad en la gestión de los recursos, tradicionalmente dirigidos por el ecosistema masculino. Metodología: se aplica una triangulación metodológica con entrevistas en profundidad a informantes clave internacionales, análisis de contenidos digitales en las regiones de Andalucía (España) y Aveiro (Portugal) y la revisión de literatura científica previa. Resultados: las nuevas startups hispano lusas siguen siendo lideradas mayoritariamente por hombres, mientras que la cuota de liderazgo emprendedor femenino abarca en torno a un 26,5% del total de la muestra. Discusión: aunque exista un amplio rango de mejora en presencia y comunicación, las mujeres están incrementando su actividad emprendedora e innovadora. En todo caso, la co-responsabilidad con la comunidad y el cuidado del legado medioambiental son valores de diferenciación profesional aún latentes. Conclusiones: la investigación pone de manifiesto datos objetivos actuales internacionales referentes a la comunicación digital corporativa, que permiten ofrecer una visión completa sobre la realidad de las mujeres que están apostando por modelos de negocios cuya misión, visión y valores se centran en la sostenibilidad. The current stage of scientific and technical progress takes place in conditions of dynamic global competition and at the same time requires cooperation and collaboration. This paper aims to determine the dependence of economic development on indicators characterizing the potential of a country’s knowledge economy and transfer of innovations. The study focuses on finding ways to assess the impact of the potential of the country’s scientific and educational activities on innovative development using the characteristics of the “business-education-science” system in the field of innovation transfer. The methodological research tools are the abstract-logical method and correlation-regression analysis, which allowed establishing relevant links between the indicators of the development of education, science and the economy in the context of the knowledge economy and the transfer of innovations for Ukraine and European countries in the period 2016–2021. It was found that in many countries of the “new” Europe (Bulgaria, Greece, Lithuania, Latvia, Estonia, Slovakia, Slovenia, Cyprus, Malta, Portugal), as well as in Ukraine, the trend of independence of GDP growth from indicators of the development of science and education is maintained. At the same time, the countries of “old” Europe maintain their innovative progress at a high level, investing in science-intensive activities, infrastructure and the R&D sector. The results can be used to improve the efficiency of innovation transfer in Ukraine, for which the paper provides relevant recommendations.
