enhance the energy reaching the divertor target plates. To shed light on their appearance, characteristics and energy reaching the divertor targets, a comparative study between two tokamaks - Alcator C-Mod and ASDEX Upgrade - is carried out. It is found that PREs appear only in a subset of I-mode discharges, mainly when the plasma is close to the H-mode transition. Also, a growing oscillating precursor before the PRE onset is observed in the region close to the separatrix in both devices, and a discussion on a possible triggering mechanism is outlined. The PRE relative energy loss from the confined region is found to increase with decreasing pedestal top collisionality nu(*)(ped). Similarly, also the relative electron temperature drop at the pedestal top, which is related to the conductive energy loss, rises with decreasing nu(*)(ped). Based on these relations, the PRE relative energy loss in future devices such as DEMO and ARC is estimated. Finally, the divertor peak energy fluence due to the PRE is measured on each device. Those values are then compared to the model introduced in Eich et al (2017 Nucl. Mater. Energy 12 84-90) for type-I edge localized modes. The model is shown to provide an upper boundary for PRE energy fluence data, while a lower boundary is found by dividing the model by three. This is interesting for ITER, since its operation will rely on an MP field configuration that securely suppresses edge localized modes (ELMs) while avoiding an increase in the L-H power threshold. P-LH can increase up to approximate to 80 % when the external MP field is aligned to maximize the associated plasma response at the edge. This alignment deviates from the equilibrium field pitch and is similar to the one that is required to suppress ELMs by MPs in H-mode. The relative radial magnetic field perturbation delta B-r/B-T has to exceed a critical value, roughly 1.7 - 2 x 10(-4) (at the q = 5 surface), to cause an increase in P-LH. This value is above the one that is required to sustain ELM suppression at ASDEX Upgrade. Combining plasma response calculations with a critical value of delta B-r/B-T captures well the measured dependencies of P-LH on the alignment of the applied MP field. The increase in P-LH is accompanied by a change in the E x B flow velocity ( v E x B) profile. The application of MPs in L-mode flattens and reverses the edge v E x B profile when at least delta B-r/B-T approximate to 1.9 x 10 - 4 is applied. This is the same value above which P-LH increases. Recent charge-exchange calculations show that cross sections from excited deuterium (n=2, 3) with He+ are over 4-orders of magnitude higher than those from the ground state (n=1) and occur at very low energies where they are more likely to interact with the thermal He+ ions introduced by ionization of the diagnostic helium gas-puff injection. Higher densities of excited deuterium are typically present in the Scrape-Off Layer (SOL), divertor, and edge regions of tokamaks, where the LIF and THB helium diagnostics are typically used for n(HeI) and simultaneous determination of electron temperatures and densities and where contributions from charge-exchange emission may offset these values if not taken into account. The analysis presented in this work shows that due to the higher density of deuterium in the ground rather than in excited states and the divergent behavior of deuterium and He+ density profiles along the SOL and edge regions, the deuterium-He+ charge-exchange contributions to the helium puff emission are 3-orders of magnitude lower than those from electron-impact excitation. Similar plasma conditions are expected in the ITER divertor, with the exception that in the area near the strike-points and targets, the electron temperature is not high enough to excite from the ground state but deuterium, electron, and He+ densities are high enough to dominate the emission from charge-exchange and recombination. These findings strengthen the assumption made in the present line-ratio model that helium emission from gas-puff into plasma is mainly dominated by electron-excitation. It is also shown that, in general, charge-exchange helium emission is 2-orders of magnitude higher than the emission due to recombination. These findings suggest the importance of including charge-exchange processes as a source of neutrals in ionic fractional abundance calculations in plasmas and helium-ash transport modeling in fusion
