This paper focuses on the role of elites, transnational and domestic, in the transformation of Romania into a major business services offshoring location in Central Eastern Europe (CEE) over the last two decades. The paper reveals the role of elite agency in connecting domestic resources to business services global production networks (GPNs) in order to drive domestic institutional transformation. A lot has been written about the agency of labour; yet there is a gap in our understanding of the agency of elites, specifically how transnational elites articulate with other elites at the national-, meso- and micro-level and produce institutional changes. Drawing on literature on enclave creation and dual economies, the paper illustrates how the alliance between domestic and transnational elites shaped transformation across the sector by implementing labour market flexibilisation and by crafting a ‘sound’ business environment in terms of infrastructure, investment incentives and bureaucratic framework to emulate institutional conditions of the home country. The development of the Romanian business services sector into an ‘enclave economy’ has become dependent on collaborative networks with domestic universities and intermediary organisations, which played a key role in facilitating foreign investment attraction and linking domestic resources to the needs of multinational firms. A multinomial logit model run on a sample of 150 Polish companies from the automotive and clothing industries allows us to refer to four hypotheses based on strategic management literature emphasising core activities, resource endowment and competition intensity. Our research indicates that relocations undertaken by firms operating in a transition economy such as Poland are characterised with unique qualities that are not frequently associated with business entities from developed economies. In particular, relocation of R&D and management functions does not increase probability of using internal relocation modes compared to external ones. When relocating such core activities companies in our sample are more likely to use offshore outsourcing than outsourcing. More resource-endowed firms are more likely to use other relocation modes than outsourcing. The competitive pressure increases the probability of outsourcing and captive offshoring to in-house sourcing. It interrogates critically whether sectors across peripheral regions have been able to slot themselves into lead firms' transnational production systems, resulting in processes of value creation, value capture or value destruction. The empirical analysis reveals that the capacity of domestic resources to purposively match and align themselves to global lead firms and their strategic objectives is influenced by local historical legacies, spatiality, elite agency and labour agency, which combined to shape distinct meso-level transformations. The methodology is based on analysing the post-socialist transformation of three sectors in Romania, which have different historical legacies, institutional configurations, and spatial and temporal vectors of development, allowing us to trace interactions between different modes of strategic coupling or decoupling and labour regime reconfiguration. The central thrust of the article highlights how different modes of strategic coupling into global production networks, or decoupling from global production networks, are causally linked to the reconfiguration of labour regimes, leading to long-term regional socio-economic transformations. We use a fixed-effect regression model based on cross-regional panel data for Hungary and Poland for the period between 2005 and 2014. Our findings show that ABS FDI carries structural impacts: employment in foreign-owned firms increases the share of the tertiary sector in a region both directly and indirectly through inducing other tertiary activities as well. The Shift Share Analysis (SSA) method measures the direct effects of structural change on productivity growth. Fully Modified OLS (FMOLS) regressions evaluate the indirect effect of the advanced sectors on economic growth. SSA finds that within sector productivity is the main driver of economic growth in both regions and the manufacturing sector is the engine of within sector productivity growth in Visegrad countries. Expansion of the modern business services sector produced a positive reallocation effect in all countries but the lack of growth dynamism in the productivity of this sector undermined the positive reallocation effect in Hungary and Slovakia. The FMOLS regressions show that manufacturing export has a positive effect on economic growth while business service production does not. The general structure of Visegrad economies is similar to advanced countries and they can achieve further development by upgrading their production within advanced sectors while South Caucasian countries can develop their economies by expanding the high-value sectors and channeling the excess labor in low-value sectors to relatively higher value activities. It applies panel Tobit and Probit model estimated with the maximum likelihood estimator. This research finds that technology imports, firm’s age, overseas investment and affiliation to a business group significantly affect industry’s export performance. However, some variables, such as past R&D intensity, firm’s size and companies with overseas investment and being part of a group have been found to have had a detrimental effect. All these results show that being outward-oriented in terms of overseas investment and being affiliated with a business group makes a significant difference concerning export success. Over the past two decades, CIDs have gone under increasing competitive pressure while markets have progressively globalized. Lead companies, either foreign or home-grown multinationals, have globalized their operations while often reducing their commitment (e.g. investments) within CIDs. As a result, a number of second, third and fourth-tier suppliers disconnect from global value chains coordinated by lead companies, leaving the cluster fractured and jeopardizing local development prospects. Only a few firms in the CID cope with globalization. This situation represents a challenge that CIDs need to take on. In this paper, we inquire about the importance of two factors that may represent crucial conditions for the upgrading of CIDs within global markets. The long-term commitment of lead companies with the local economy, together with the dense interaction between the regional innovation system and the lead companies and their new global innovation network, are found to be crucial elements for the resilience of CIDs and their small firms. A few successful CIDs are considered vis-a-vis others that face higher risks of internal fracture. Relevant cases in Spain, Italy, and Costa Rica are analysed here. This is facilitated by the immaterial character of the products and their components and by the industry's inclination to use new technical opportunities for its own purposes as well. This paper investigates practices of virtual cooperation and team work in small and start-up software companies based in Austria. Evidence indicates that because of their niche strategies and the related conditions of their national context, these companies often depend on international cooperation which, in turn, often takes on a ‘virtual’ form.
