The key role of the local scientific community is to provide access to global knowledge and not necessarily to feed the colocated inventors with direct inputs. We develop the logic for these effects and provide empirical tests using dyads of publication and patent data. We develop a model that links scientific knowledge, codified through publication, to industry's inventive activity. Our analysis includes three key steps. First, we characterize the knowledge profile of local expertise for French NUTS3 jurisdictions. Second, we match scientific publications to industrial patents to consider the specific scientific knowledge useful to industrial invention. Finally, we examine the extent to which the presence of a local related scientific knowledge base provides utility for local inventions. Specifically, we consider the ability of local inventions to more rapidly avail themselves of scientific knowledge when located in a munificent location. We find that location reduces the timing to access to relevant worldwide publications by almost 1 year. Thus, colocation with scientific experts provides inventors a timing advantage by allowing earlier exploitation of recent global scientific discoveries. Based on a large dataset of Chinese high-tech firms, regression analysis shows that the speed of growing startup innovative capacity relies positively on regional knowledge stock and localization economies. In addition to regional knowledge stock, incumbent innovative capacity building benefits from urbanization economies and regional openness. Favorable regional factors, including the presence of universities and the clustering of knowledge-intensive peers, also enable startups (but not incumbents) to leverage internal knowledge assets into their innovative capacity. The results suggest that it is not only the access to the external knowledge environment but also proactive endeavors to cross-fertilize between internal and external knowledge that underlie the eco-systemic nature of startup innovative capacity building. To fill this gap, this paper aims to provide empirical evidence by investigating the effects of highways on regional green technological innovation in China. The paper elaborates theoretically on three mechanisms through which the development of highways may influence regional green technological innovation, namely the agglomeration effect, spatial spillover effect, and network effect. To advance the empirical analysis, this paper constructs a spatial Durbin model accounting for spatial interdependencies among regions. Unlike previous literature, this paper uses "the strength of economic linkage" to indicate the development of highways in each city and discusses geographic distance and time-distance effect (spatio-temporal effect) resulting from highways. Using panel data of 105 prefecture-level cities in China's Yangtze River Economic Belt from 2001 to 2013, we find that: (1) highway has a significant role in promoting regional green technological innovation; (2) significant spatial spillover effects resulting from highways exist and the magnitude of the influence varies with geographical and temporal distance effect. Our findings provide references for developing transportation infrastructure and green innovation in China. Looking at local innovations as recombinations of pre-existing knowledge, we argue that the local endowment of KETs facilitates regions introducing inventions with novel technological origins, either in absolute or in relative terms. We test for this argument by focusing on a sample of 1,255 EU (NUTS3) regions over the 2000-2014 period and propose an original instrumental variable strategy that allows us to maintain the local endowment of KETs as exogenous. The results confirm our main hypotheses. In particular, a 1% increase in KETs increases by similar to 1.8% the number of novel patents generated at the local level. KETs therefore appear to be 'enabling' of technological innovations that are unique in recombination across the board. However, KETs promote 'new-to-the-region' innovations more than 'new-to-the-world' innovations, representing a policy leverage to which regions could resort in targeting the local replication of technological advancements already present at the global frontier for some time. UASs as knowledge suppliers provide regional firms as knowledge consumers with results of applied research and with human capital. However, positive effects on firm location only emerge if knowledge outputs of UASs as suppliers match knowledge needs of firms as consumers. Our study shows that good matches occured for UASs in Chemistry & Life Sciences or Business, Management & Services with service industries, which are typically characterized by radical service innovations and incremental product or process innovations. For policymakers who want to push regional innovation ecosystems, our findings imply that establishing UASs which promote these ecosystems requires careful consideration of regional firms' knowledge needs. If UASs provide matching knowledge, UASs stimulate the regional innovation ecosystem and thereby firm location. The literature on knowledge spillovers provides evidence that higher education institutions (HEIs) positively affect regional firm location (i.e., start-ups or firms located in a region). However, less is known about how HEIs in different fields of study impact regional firm location in different industries. To investigate this question, we exploit the establishment of universities of applied sciences (UASs)-bachelor's degree-granting three-year HEIs in Switzerland. We find that the effects of UASs are heterogeneous across fields of study and industries. UASs specializing in "chemistry and the life sciences" and "business, management, and services" are the only UASs that positively affect regional firm location across several industries. Positive effects emerge in service industries characterized by radical service, incremental product, or process innovations. Thus, UASs are not a one-size-fits-all solution for increasing regional firm location. The relationship between geographical collaboration distance and technological development has been a key topic in innovation studies. However, how geographical distance in relation to R&D collaboration influences technological development quality has not been explored holistically or systematically. Thus, this study used patent-based measures to explore how spatial distance between inventors influences R&D output quality by employing three technology-related proxies, i.e. originality, generality, and innovation. It is found that geographic distance between collaborators has a significant and positive effect on originality, generality, and innovation. This paper contributes to understanding the underlying impact on technological development and provides researchers with a more thorough understanding of the spatial distance trajectory of technological innovation. This paper reflects upon the 'AgorIP' Technology Transfer initiative, examining how a University can support knowledge spillover within an innovation ecosystem. The paper aims to contribute to understanding of how local characteristics moderate knowledge spillover-supported new enterprise. AgorIP supports entrepreneurship, extending academic traditional technology transfer to also harness health system research output. This paper extends contextual spillover research through university and regional policy, by examining AgorIP's portfolio of completed projects and current partners. The findings present spatial concentration within the local region, with focus on targeted smart specialisations, including Life Sciences & Health. The post-industrial peripheral nature of the region makes AgorIP's context of potential interest to others looking to harness the potential of university and other public research organisations in developing knowledge-based enterprise. In this paper, we aim to deepen the understanding of the impact of scientific activities of universities on regional economic and innovative development. For this purpose, we estimate different specifications of a fixed-effects model using panel data from Russian regions for 2010-2016. We aggregate the number of universities' publications per researcher at the sub-national level to incorporate regional scientific activity in our model. Considering other important socio-economic characteristics of regions, we revealed that the association between the publication activity of universities and innovative development of the region remains significant, while the relationship between economic development of the region and the scientific activity of universities disappeared completely. A number of robustness checks demonstrated that statistically significant results remain only when the relative number of publications indexed in international citation databases (Scopus and Web of Science) is used as an explanatory variable. Simultaneously, the publications indexed in specific Russian lists and databases as well as publications in regional scientific organisations that are not universities do not contribute to innovative development of the region. In order to identify the underlying transmission channels from knowledge creation to the regional environment, the empirical identification strategy goes beyond traditional partial effects analyses and studies the complex linkages between public research, innovativeness, and regional development on the basis of a structural vector autoregressive model. A particular focus is thereby set on assessing whether the effects of local public research activity differ by the type of research actors (universities, technical colleges, and public research institutes). The empirical results indicate that an increase in the volume of (public) third-party funding to technical colleges is associated with a rise in the regional investment and employment rate as well as the human capital stock. Increasing public third-party funding to both universities and technical colleges positively affects the regional patent activity, the employment rate, and per workforce output. In comparison, the empirical results provide limited evidence for regional economic effects stemming from an increase in local knowledge creation measured in terms of scientific publications. Here, only variations in the publication rate of public research institutes can be linked to positive private sector investment and employment effects. We identified a quasi-experimental design based on Spain's 1983 University Reform Act, which opened the door to founding new universities at the regional level. We use a generalized difference-in-difference model to estimate this relationship. The results indicate that establishing a new university has a significant positive effect on new firm creation. We then introduce an analysis by the field of knowledge of the created university/faculty and the creation of firms in different categories of sectors defined according to their research and development intensity. In this case, the results show that creating a new university/faculty has a significant positive effect on firm formation in medium-high- and medium-low-technology manufacturing as well as in knowledge-intensive market and financial services. Moreover, creating a health faculty has a significant positive effect on new firm formation in the high-tech manufacturing sector. The analysis is supported by the literature review on knowledge-cities and post-disaster redevelopment, local and national documentation review, on-site observations and an inquiry of the case of the Gran Sasso Science Institute, the leading project towards the implementation of the knowledge-city agenda through interviews with key actors and a survey among its researchers.Findings - Post-disaster realities and path-dependency leave little room for a positive path-shaping redevelopment trajectory related to a knowledge-city urban archetype. This vision promotes materialism and intellectualism from local, national and international stakeholders; however, the city lacks specific urban qualities to attract and maintain highly skilled labour and investments, while negative socio-economic trends still continue a decade after the earthquake.Research limitations/implications - The city's post-disaster recovery and redevelopment contain certain degrees of inertia. The early stage of it, the lack of certain secondary data, and the focus of the paper on specific indicators limit the opportunity for stronger reasoning.Originality/value - The analysis reveals that the redevelopment vision of the knowledge city was hastily adopted. The mismatch between reality and expectations highlights the need for post-disaster territories to avoid overestimation of their capabilities and adjusts their redevelopment strategies to local characteristics adopting modest future projections. We use a two-stage structural model distinguishing between two sets of factors, those that have direct impact on entrepreneurial activities and those that have indirect impact. Based on an empirical analysis of 263 Chinese prefecture-level municipalities from 2008 to 2015, we find that human capital, knowledge creation, and access to finance are the main factors that drive local entrepreneurial activity. New technology-based startups are significant predictors of the regional stock of human capital and the presence of risk finance suggesting the unique role of technology-based firms in promoting sustainable growth in regional entrepreneurial ecosystems. S. economy. It is remarkable that today the increasing number of universities and colleges outside the regions with traditionally high concentration of investments and hi-tech companies, such as San Francisco/Silicon Valley, CA; Greater Boston, MA; New York/New Jersey; Austin, TX; Seattle, WA; Washington D. C., and San Diego, CA is involved in performance of this mission. The paper reveals that in the modern strategies of regional economic development in the United States the focus on innovation and entrepreneurship caused by a key contribution of these kinds of activity in regional and local economic growth as well as educational element for promoting student and faculty innovation and entrepreneurship prevails. Some of the best practices and emerging trends at universities and colleges are given. An integrated approach to regional economic development on the basis of participation of all interested parties could help to substantially realize the potential of university resources and assets. The most recent empirical data available indicate decline in the amount of funds available that states can allocate for operating expenses of higher education. In this regard further development and strengthening of long-term partnership of the federal government and academia are especially important. The author pays great attention on the EDA's University Center Economic Development Program as it represents a striking example of such kind of partnership in the field of regional economic development, an unusually broad and flexible approach to unlocking higher education's assets and putting them to work. Today a question of existence of strategies, which simultaneously leverage available resources and maximize assets for strengthening academic mission as well as increase university participation in programs and projects of regional economic development, remains open and needs further detailed research. The results show that closeness to urban centres is not necessarily beneficial for firm start-ups. On the contrary, regions further away from urban centres of any size experience more firm start-ups. One explanation of this result is that regions experience spatial protection from urban competition. However, regions located further away from larger-sized urban centres experience less firm start-ups due to such remoteness. One explanation of this finding is that remote regions cannot access the agglomeration benefits that larger cities offer. This supports the view that rural regions draw on urban resources but only on those from larger agglomerations. Perhaps the most notable conceptual development common in these modern approaches is a strong awareness of the key role of geography in policies targeting aggregate economic growth. Thus, it became clear in the new policy thinking that the impact of countries' structural policies largely depends not only on the specific instruments (e.g., human capital development, infrastructure investments, and small- and medium-sized enterprises support) but also on the concrete patterns in which these instruments are deployed geographically. It is suggested in this article that macroeconomic models that integrate geography could usefully help policy makers in their choice among different complex geography-instrument mixes. I survey the most important modeling challenges raised by the two modern economic development approaches. To illustrate how economic models can respond to these challenges, I briefly introduce the Geographic Macro and Regional (GMR)-Europe model. To complete the illustration with a practical example, an impact analysis of a space-neutral-place-based policy mix implemented in regions of the European Union (EU) is presented. It is found that promoting research excellence in leading agglomerations combined with human capital development in the rest of the regions in Europe could result in a sustained positive gross domestic product impact of EU Framework Programs at the aggregate EU level. Nevertheless, it is also important to emphasize that the aggregate impact masks marked regional differences. Lately, academic studies are including the relation between incipient entrepreneurs and geography. In some cases, this relation is considered as unidirectional insofar as the decision to become an entrepreneur can be highly influenced by geographical location. Beyond the cultural and social boundaries that affect the entrepreneur as an individual, there are spatial characteristics that provide advantages of location for some industries. While several studies highlight the role of location and geography as aspects that have an impact on entrepreneurial activity, the externalities generated by such aspects are not considered in empirical work. The aim of this paper is to check how avoiding considering location can have an effect on the results of entrepreneurship research. Our results point that both location and temporary effects have a significant impact on entrepreneurship research results. Thus, it is important to use a temporary and spatial methodological approach in entrepreneurship research to avoid bias.
