Why didn’t the foreign-owned automotive component suppliers relocate their activity from Hungary to lower-wage countries as a response to the economic crisis? JF - POST-COMMUNIST ECONOMIES J2 - POST-COMMUNIST ECON VL - 28 PY - 2016 IS - 1 SP - 16 EP - 33 PG - 18 SN - 1463-1377 DO - 10.1080/14631377.2015.1124552 UR - https://m2.mtmt.hu/api/publication/3033728 ID - 3033728 AB - On the basis of interviews with 10 foreign-owned automobile component suppliers in Hungary and the collection of indirect information, this article explains why the multinationals did not relocate their activity from Hungary to lower-wage countries as a response to the economic crisis. We suggest that the four ‘keep factors of location’ – additional investments of the automobile manufacturers, unchanged labour market regulation, changes in government policy and the existence of few alternative sites of relocation – were more dominant than the two main ‘push factors of relocation’ – relatively low sunk costs and low dependence on the local environment. © 2015 Taylor & Francis. An index for measuring a country’s potential to benefit from technology spillovers TS - An index for measuring a country’s potential to benefit from technology spillovers JF - SOCIETY AND ECONOMY J2 - SOC ECON VL - 34 PY - 2012 IS - 1 SP - 51 EP - 72 PG - 22 SN - 1588-9726 DO - 10.1556/SocEc.34.2012.1.5 UR - https://m2.mtmt.hu/api/publication/2136943 ID - 2136943 AB - In the paper, we construct a composite indicator to estimate the potential of four Central and Eastern European countries (the Czech Republic, Hungary, Poland and Slovakia) to benefit from productivity spillovers from foreign direct investment (FDI) in the manufacturing sector. Such transfers of technology are one of the main benefits of FDI for the host country, and should also be one of the main determinants of FDI incentives offered to investing multinationals by governments, but they are difficult to assess ex ante. For our composite index, we use six components to proxy the main channels and determinants of these spillovers. We have tried several weighting and aggregation methods, and we consider our results robust. According to the analysis of our results, between 2003 and 2007 all four countries were able to increase their potential to benefit from such spillovers, although there are large differences between them. The Czech Republic clearly has the most potential to benefit from productivity spillovers, while Poland has the least. The relative positions of Hungary and Slovakia depend to some extent on the exact weighting and aggregation method of the individual components of the index, but the differences are not large. These conclusions have important implications both the investment strategies of multinationals and government FDI policies. Particular attention is paid to the activities of subsidiaries of multinational enterprises (MNE), which can follow different scenarios as a response to the crisis, including a reorganisation of their production systems, and a reduction or closure of activities.
