The process was accompanied by a series of economic and social problems. Tire paper first reviews the social policy, orientation of the three free consecutive governments elected since the transition. None of them has had a clear political profile: they, have constituted mixed and unclear welfare regimes. None of then has sketched a clear welfare policy except perhaps the current government. In its case central redistribution is consistently biased in favour of the middle and upper strata at the expense of the poor. Instead of a consensual plan defining priorities, decisions and reforms in the last lent years have been motivated by political interests, at hoc ideas, and authoritarian rulings. The paper next shows what reform meant in the case of the different instruments and various folds of social policy, name, unemployment, health, pensions, family benefits and social assistance. It concludes that while both the inherited and the newly created systems had contributed to alleviate the shocks of the transition, yet there never was enough political mill to give sufficient or adequate help to those needing it. As a consequence of the "reforms" public expenditures have been significantly reduced. The welfare gap between East and West has thereby grown. The consequence is that the country has become gravel, divided, and that poverty is greater and deeper than it might have been under a different set of policies.}, year = {2002}, eissn = {1467-9515}, pages = {176-199}, orcid-numbers = {Tausz, Katalin/0009-0003-4045-7056} } @book{MTMT:1855266, title = {Combating poverty and social exclusion. a case study of Hungary}, url = {https://m2.mtmt.hu/api/publication/1855266}, isbn = {9221132145}, author = {Ferge, Zsuzsa and Tausz, Katalin and Darvas, Ágnes}, publisher = {ILO Subregional Office for Central and Eastern Europe}, unique-id = {1855266}, year = {2002} } @article{MTMT:3101131, title = {Family policies and gender in Hungary, Poland, and Romania}, url = {https://m2.mtmt.hu/api/publication/3101131}, author = {Fodor, Éva and Glass, Christy and Kawachi, Janette and Popescu, Livia}, doi = {10.1016/S0967-067X(02)00030-2}, journal-iso = {COMMUNIS POST-COMMUN}, journal = {COMMUNIST AND POST-COMMUNIST STUDIES}, volume = {35}, unique-id = {3101131}, issn = {0967-067X}, year = {2002}, eissn = {1873-6920}, pages = {475-490} } @{MTMT:2048471, title = {The Impact of Decentralization on Social Policy in Hungary}, url = {https://m2.mtmt.hu/api/publication/2048471}, author = {Krémer, Balázs and Sziklai, István and Tausz, Katalin}, booktitle = {The Impact of Decentralization on Social Policy}, unique-id = {2048471}, year = {2002}, pages = {89-131}, orcid-numbers = {Sziklai, István/0000-0003-4303-5898} } @{MTMT:2408894, title = {Recent Trends in poverty in Hungary}, url = {https://m2.mtmt.hu/api/publication/2408894}, author = {Szalai, Júlia}, booktitle = {Poverty in Transition and Transition in Poverty}, unique-id = {2408894}, year = {1999}, pages = {32-76} } @article{MTMT:1739304, title = {Poverty dynamics in Hungary during the transformation}, url = {https://m2.mtmt.hu/api/publication/1739304}, author = {Spéder, Zsolt}, doi = {10.1111/j.1468-0351.1998.tb00034.x}, journal-iso = {ECON TRANSIT}, journal = {ECONOMICS OF TRANSITION}, volume = {6}, unique-id = {1739304}, issn = {0967-0750}, year = {1998}, eissn = {1468-0351}, pages = {1-21} } @article{MTMT:2408702, title = {Power and poverty}, url = {https://m2.mtmt.hu/api/publication/2408702}, author = {Szalai, Júlia}, journal-iso = {SOC RES}, journal = {SOCIAL RESEARCH}, volume = {64}, unique-id = {2408702}, issn = {0037-783X}, year = {1997}, eissn = {1944-768X}, pages = {1403-1422} } @inbook{MTMT:1504059, title = {Social Policy in Hungary}, url = {https://m2.mtmt.hu/api/publication/1504059}, author = {Szalai, Júlia and Orosz, Éva}, booktitle = {The New Eastern Europe}, unique-id = {1504059}, year = {1992}, pages = {144-166}, orcid-numbers = {Orosz, Éva/0000-0001-9541-3761} }
