Vietnam is a developing socialist-oriented market economy, which heavily depends on agriculture, the export of raw materials, foreign direct investment, and tourism. In particular, the opening of the Vietnamese economy and a complete overhaul of the government's economic policy have played a significant role in the growth of the tourist economy over the past ten years. Recognizing the outstanding contribution of tourism to the national economy, the government decided to boost the tourism industry and as a first launched Tourism policy 2017. Developed from modernization theory and policy implementation theory, this study aims to measure how successful this policy was using the difference-in-difference estimation with two observed periods: 2014-2016 and 2017-2019. This model has never been applied to the tourism sector before. Unfortunately, the effectiveness of the tourism policy is not found. The factors driving the growth of tourism revenue are the trained workforce and a dynamic environment with the participation of a large number of businesses per year. Firstly, this stage (2017-2019) could be seen as the time for the policy to reach out to localities, thus it has not been effective. Secondly, this policy was not yet powerful enough to promote breakthrough growth in comparison with the previous period. Lastly, the policy for tourism development was lack of information, funds, processes, in order for the parties involved in tourism activities could access. Based on these findings, some recommendations are made. The findings may serve as a value reference for policymakers in Vietnam and other nations. The study analysed 250 high-ranking journals across disciplines such as economics, business, anthropology, sociology, and ecology, apart from tourism journals, from 2019 to February 2023. Few contributions were found in economics and sociology journals, while anthropology and ecology had more. A cross-disciplinary theoretical framework was proposed based on the reviewed articles. It includes value propositions, local context, goals, managerial actions, supporting activities, and desired outcomes of sustainable rural tourism from non-tourism perspectives. It was found that the essential roles of pluriactivity as a concept that departs from social anthropology in explaining rural tourism, the importance of delineating tourism goals on the three pillars based on time dimensions, and the use of power parity as the ultimate goal for rural tourism development. Therefore, this study aimed to analyze the role of integrated agritourism cluster development in mediating the role of the government in regional growth. It used a quantitative approach in contrast to previous study, which adopted a qualitative approach. Data were gathered from 400 respondents in North Sumatra Province, Indonesia, through structured questionnaires and subsequently analyzed using path and regression analyses. The results showed that integrated agritourism cluster development positively mediates the role of the government in regional growth. Furthermore, the provincial government should construct tourism infrastructures and facilities, formulate a legal framework for integrated agritourism cluster development to create more opportunities and benefits, promote the integration of the local governments, raise public participation, and improve regional development. Future study could examine the most significant aspects of agritourism clusters that impact regional development by exploring additional independent variables such as social capital, information technology, and diverse resources. The finding contributes to the existing literature as the first study to evaluate the mediating role of integrated agritourism cluster development regarding community empowerment and policy setting. Data is based on 162 academic conferences in tourism and related fields during the period 2019 to mid-2022. These conferences have 546 keynote speakers of which 4 per cent are representing low- or middle-income countries and slightly more than a third are women. Results based on Fractional Logit estimations reveal that the opportunity to attend conferences online during the pandemic does not significantly increase the proportion of women among keynote speakers. The proportion of female keynote speakers is unevenly distributed across the original regions for the scheduled conferences or the hosting institutions. It is highest for conferences organised in Australia/New Zealand and lowest in Asia. Conferences that span over several days have a relatively larger offer of female keynote speakers than shorter ones.
