The SHI was financed by contributions paid by employers and employees and operated by a newly created institution, the National Health Insurance Fund Administration (NHIFA), which enjoyed considerable independence. In 2008, there was a short-lived attempt to replace the single-payer, public institution model of the SHI with a system of competing private health insurers: the parliament passed the relevant law, only to repeal it a few months later. In the 2010s, the health system underwent radical changes as part of the overcentralisation of the entire public administration. All the basic elements of the SHI system were abolished, and the essential powers of the NHIFA were taken over by the government. This chapter describes these radical changes in the health financing system and reveals the political and economic reasons behind them, as well as their impact on the performance of the Hungarian health care system.}, year = {2023}, pages = {-}, orcid-numbers = {Orosz, Éva/0000-0001-9541-3761} } @inbook{MTMT:34483091, title = {The ethical implications of herd immunity and compulsory vaccination in relation to Covid-19}, url = {https://m2.mtmt.hu/api/publication/34483091}, author = {Örkény, Antal}, booktitle = {Epidemic and society, trends, consequences, coping strategies}, unique-id = {34483091}, abstract = {In our analysis, we look in detail at one aspect of the Covid-19 pandemic, namely the problem of mandatory vaccination against the virus. We seek to answer the question of what moral arguments can be made in favour of mandatory vaccination and what the arguments against it might be. In terms of social justice, what do both bring to the table. First, we clarify the concept of herd immunity as a form of social welfare. Since herd immunity is considered an important public good, ethical questions arise regarding the obligations to implement a vaccination policy, which could be coercive if necessary, allowing herd immunity to be achieved. The individual interest and the public interest do not necessarily always coincide, and individuals are often required to contribute to the public good even at the expense of their own interests. The second half of the paper examines the dilemma of compulsory vaccination in the context of the ethical norm of justice. The ethical aspect arises if we accept the principle that vaccination policies ‘should’ aim at universal vaccination and not merely consider pragmatic political considerations. The most important ethical consideration is that the state has a duty to ‘protect the common good’, which in the case of an epidemic situation means achieving herd immunity. The principle of equitable justice, based on the principle of fair burden sharing, may justify the requirement of compulsory vaccination.}, year = {2023}, pages = {84-97}, orcid-numbers = {Örkény, Antal/0000-0002-7973-2698} } @article{MTMT:34482921, title = {Maszek népirtók - Romlott virágok}, url = {https://m2.mtmt.hu/api/publication/34482921}, author = {Csepeli, György}, journal-iso = {MOZGÓ VILÁG}, journal = {MOZGÓ VILÁG}, volume = {49}, unique-id = {34482921}, issn = {0324-4601}, year = {2023}, pages = {109-111}, orcid-numbers = {Csepeli, György/0000-0002-9331-058X} } @article{MTMT:34482911, title = {Déja vu? - Reisz Gábor: Magyarázat mindenre (2023)}, url = {https://m2.mtmt.hu/api/publication/34482911}, author = {Csepeli, György}, journal-iso = {MOZGÓ VILÁG}, journal = {MOZGÓ VILÁG}, volume = {49}, unique-id = {34482911}, issn = {0324-4601}, year = {2023}, pages = {110-112}, orcid-numbers = {Csepeli, György/0000-0002-9331-058X} } @article{MTMT:34482908, title = {A zsidó bomba - Christopher Nolan: Oppenheimer (2023)}, url = {https://m2.mtmt.hu/api/publication/34482908}, author = {Csepeli, György}, journal-iso = {MOZGÓ VILÁG}, journal = {MOZGÓ VILÁG}, volume = {49}, unique-id = {34482908}, issn = {0324-4601}, year = {2023}, pages = {112-115}, orcid-numbers = {Csepeli, György/0000-0002-9331-058X} } @article{MTMT:34482903, title = {Fóliázott festő - Michele Placido: Cavaraggio árnyéka (2023)}, url = {https://m2.mtmt.hu/api/publication/34482903}, author = {Csepeli, György}, journal-iso = {MOZGÓ VILÁG}, journal = {MOZGÓ VILÁG}, volume = {49}, unique-id = {34482903}, issn = {0324-4601}, year = {2023}, pages = {125-127}, orcid-numbers = {Csepeli, György/0000-0002-9331-058X} }
