In the policy papers governments are claimed to be introducing teacher competences to make teaching an attractive profession and clarify their roles (Halász, 2019). However, a look at how competencies are described and used in different countries can show that this is not always the case, rather they are used to closely monitor and control teachers’ work. The purpose of this research paper is to compare competencies and professional standards with a special focus on inclusive education in different countries using relational content analysis based on the conceptual framework for understanding globalization of teacher education (Weidman et al, 2014) to understand and interpret teacher competencies and their functions in the selected 8 countries (our sample consists of 16 policy documents). To fulfil this purpose, two research questions are outlined: (1) What are the functions of competences described in the policy papers? (2) What patterns of inclusive education can be identified in Teacher Competence Frameworks? In relation to the globalization of teacher education, we expect to reveal the various functions of teacher competences and patterns of inclusive education. LA - English DB - MTMT ER -
