	abstract = {Among the security challenges, the safety of a municipality plays a key role in shaping citizens'
		subjective perception of security. Local governments have a cardinal legal obligation to contribute
		to local security, but the extent to which municipalities fulfil this obligation varies. An audit system
		based on objective criteria has not been developed in the past for measuring and reviewing the
		performance of local governments in the area of law enforcement and municipal security. The
		development of an audit system based on recent research on local government law enforcement is
		intended to fill these gaps. This audit system will approach the issue from the point of view of the
		municipalities, setting out a set of criteria and aspects on which the municipalities have an
		influence. During a municipal safety audit, the municipal safety indexes on which the criteria and
		aspects are based are assessed to determine whether a municipality can be considered safe from a
		municipal perspective. This audit system is described in this paper.},

	abstract = {Purpose: The purpose of the paper is to illustrate the history, basic rules, activities and the present role of the second most important local governmental law enforcement organisation in Hungary, the field guard services. The paper also aims to place the Hungarian field guard services in an international context, comparing it with the French field guard services.
		Design/Methods/Approach: The findings of an interview survey and a questionnaire survey on the Hungarian field guard services are presented in the paper with the results of secondary research on the history of the field guard services, their current legislative framework and the activities of the field guard services in France. 
		Findings: Municipalities in Hungary have played a significant role in the maintenance of rural security for centuries through the operation of field guards, formerly field police, as a local governmental law enforcement body. The legal framework for the activities of field guards was laid down in the 19th century, was hardly changed in the communist period, and still defines the security tasks of local governments in relation to the outer areas of municipalities.
		Based on the research, the image of a service-providing local governmental law enforcement organization emerged, those role is of crucial importance due to the unique funding system among the local governmental law enforcement
		organizations.
		Originality/Value:
		Field guards, although unavoidable actors in rural law enforcement, have not been the subject of research before, and therefore the authors of the paper examined the legal framework and practical tasks of field guards.},

	abstract = {A rendszerváltozást követően kialakult jogrendben a jogalkotó meglehetősen szűk mozgásteret hagyott az önkormányzatok számára effektív önkormányzati rendészeti szervek létrehozására. Az Alkotmánybíróság önkormányzati rendészeti szervezeteket (közterület-felügyelet, mezei őrszolgálat) érintő döntései kijelölték, illetve finomították azokat a kereteket, amelyek mentén az önkormányzatok rendészeti feladataikat megvalósíthatták. A 2012-ig tartó időszak alkotmánybírósági ítéleteinek elemzéséből világosan kitűnik, hogy miért is nem volt lehetséges egy adott időszak jogszabályi keretei között az önkormányzati rendészeti szervezetrendszer korszerűsítése, egységesítése, miért is mondhatjuk azt, hogy évtizedeken keresztül a hazai önkormányzat rendészeti fejlődés megrekedt.
		Magyarország Alaptörvénye és a kapcsolódó önkormányzati és önkormányzati rendészeti jogszabályok hatályba lépésével hazánk jogrendje és ezzel az önkormányzati rendészeti joganyag is változásokon, számottevő fejlődésen esett át. Az önkormányzati rendeletek, így az önkormányzati rendészethez kapcsolódó önkormányzati rendeletek jogszerűségének felülvizsgálatára, az alkotmányos kérdések kivételével, a Kúria vált jogosulttá, így 2012-től a Kúria egyelőre csekély számú önkormányzati rendészeti tárgyú ítéletei is az elemzés tárgyát képezik.},
