Although citation count is a common formula in these analyses, only a handful of studies investigated altmetrics (impact measures beyond citation-based metrics) in communication science. In this paper, we explore geopolitical biases of impact amongst the most productive scholars in the field of communication from 11 countries and 3 world regions. Drawing on SCOPUS data, we test three formulas that measure scholarly performance (citations per document; views per document; and citations per view) to investigate how geographical location affects the impact of scholars. Our results indicate a strong US-dominance with regard to citation-based impact, emphasizing a further need for de-Westernization within the field. Moreover, the analysis of altmetric formulas revealed that research published by Eastern European and Spanish scholars, although accessed similarly or even more often than American or Western European publications, is less cited than those. When these institutions project specific notions and ideal types of identity and citizenship, they have the potential to produce changes in people’s behaviour. It is only natural that political bodies are interested in these processes. On 16 September 2016, the Ministry of Human Capacities of the Hungarian Government launched an EU-funded project with the primary aim of strengthening social cohesion within the region. As a part of this project, we surveyed 59 professionals working in Hungarian museums, libraries and community centres, using the Delphi method, to gain insights about their capacities, needs, and visions. This article presents the results of the first round of analysis. Respondents’ answers were analysed using NVivo qualitative data analysis software, which resulted in a thematic map showing the main problems professionals in these sectors are struggling with, and highlighting the kinds of visions they had for their institutions’ future. The study clearly shows that the cultural sector is plagued by financial problems, and that there is a strong need for reform when it comes to the professional training of workers in these fields. Submission management systems have a responsibility to ensure protection against affiliation bias. This can be achieved by automatically withholding the author’s identity and affiliation information from all editors, including the Editor-in-Chief, until a decision about publication has been made. Journals relying on email-based submissions are in a more difficult situation. Not having external support in confirming the submitting author’s identity, this dilemma can be resolved through the implementation of strict instructions and guidelines concerning manuscript submission and handling. In this case the “human factor” cannot be fully eliminated, while automated processes can only be changed intentionally and with a certain delay.
