This work was supported by the NRDI Fund TKP2021 based on the charter of bolster issued by the NRDI Office under the auspices of the Ministry for Innovation and Technology (Project id: BME-NVA-02) and the APZ Ltd. (operator of ZalaZone Automotive Proving ground). Funding text 2: SDG 8: “Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all” (UN General Assembly, , p. 14) is an SDG which is supported by the core competence and basic activities of ZalaZone. Since it is located in a region which is less developed within the EU, the economic and employment impact is especially important. AB - The aim of this paper is to analyse and demonstrate the carbon neutrality actions of a special facility in the context of the automotive sector. In order to analyse the emissions, a carbon simulation model is developed. Offsetting options are also overviewed in a systematic way. We provide a methodology for a systematic analysis of greenhouse gas (GHG) emissions and offsetting opportunities of an automotive facility. We compile an inventory of the carbon emissions, identify offsetting options and prepare a cost–benefit analysis of the mitigation actions. The relevance of United Nations Sustainable Development Goals (SDGs) is also assessed. We examine the GHG emissions of an automotive proving ground, ZalaZone in Zalaegerszeg, Hungary, as a case study. Four scenarios with various shares of decarbonisation options have been proposed to achieve the vision of net zero GHG emissions. It was found that net zero emission is achievable. The CBA concluded that the net present value is negative; however, there are significant external benefits. It was revealed that the operation of the facility contributes to multiple SDGs and provides different pathways to carbon neutrality. Ugyan a kutatók nem közelítettek prekoncepciókkal a munkához, a cikkben részletesen ismertetett eredmények számos váratlan, pozitív eredményt hoztak. Emellett értékes szempontok fogalmazódtak meg nemcsak a közigazgatásban dolgozók, hanem általában a magyar értelmiségi réteg környezetiszemlélet-formálásának fejlesztésére nézve is. In many cases, activities, measures and interventions related to mitigation and adaptation are difficult to implement without social cooperation. Today, it is becoming increasingly clear that climate policy measures can be seen as a key to the future success of municipalities. In this paper, we review the strategic basis for municipal climate policies and present a case study of Hungary to illustrate how municipalities' decarbonization performance can be measured and evaluated. We then present a crucial element of climate adaptation at the municipal level, the vulnerability assessment of drought risk at the county level. We will analyse the municipal adaptation options and then review urban development projects' climate performance assessment methodology. In the context of municipal climate policy integration, we present a preliminary climate impact assessment methodology for municipal legal and strategic documents. Finally, in conclusion, we summarise the success factors of municipal climate strategies and make recommendations for the implementation of municipal climate strategies.
