AB  - From 10-12 April, the Government of Hungary, under the auspices of the Global Initiative to Combat
Nuclear Terrorism (GICNT), hosted Fierce Falcon, a radiological source security and theft response
workshop, in Budapest. The three day workshop focused on developing on the best practices for
strengthening radiological material security and theft response capabilities in order to prevent
radiological terrorism. The workshop emphasized the comprehensive range of functions and
capabilities aimed at securing radiological material, detecting acts of radiological material theft, and the
immediate response actions to theft. The workshop primarily addressed those activities and agencies
responsible for protecting radioactive material at civilian sites and those best practices associated with
an immediate site and local law enforcement response to an attempted or actual theft of radiological
material. Over 90 participants from 25 countries and two observer organizations, Interpol and IAEA,
participated in the workshop.
Therefore, in this paper we will discuss the three lessons learned and best practices recognized during
the Workshop. In this regard, some key factors must be highlighted. For example, the importance of
personal relationships or networks to reduce reaction time to an R/N event. It is also important to
analyze the structure of decision making to face such an event. As a third discussion point, we will
address the coordination of law enforcement and technical experts on the ground. In this regard, we
will also discuss vertical as well as horizontal coordination. Furthermore we will address the
importance of bilateral training and exercises together with interagency training. Finally, we will
discuss media usage and the understanding of the national framework to respond to a R/N incident.

AB  - A cikk áttekinti a magyarországi PET-CT Központok sugárvédelmi kialakításának
jelenlegi gyakorlatát, figyelembe véve a beteg útját, a helyiségek kialakítását és méretét, valamint az engedélyezési eljárások és ellenőrzésék során végzett hatósági mérések eredményeit. A sugárvédelem optimálása szempontjából lényeges a berendezések típusa, az alkalmazott radiofarmakon mennyisége, a beadási technikája, az injektáló eszköz típusa, valamint a vizsgálati protokoll és a betegszám közötti összefüggés. A cikkben bemutatjuk az 18F-FDG alkalmazások esetén a jó gyakorlatnak megfelelő, a foglalkozási sugárterhelés szempontjából meghatározó munkaszakaszokra vonatkozó tervezési dózis célok, dózismegszorítások és a merhető dózisterhelések tipikus értékeit. A lakossági sugárterhelés további optimálási lehetőségéire is javaslatot teszünk.

AB  - Nukleáris veszélyhelyzetben a lakossági óvintézkedések alapját korábban az elkerülhetö (effektív vagy egyenérték-) dózisban kifejezett beavatkozási szintek határozták meg. Az elkerülhetö dózisban kifejezett beavatkozási szint alkalmazása helyett az ICRP 103-as számú kiadványa (2007) és a 2013/59/EURATOM irányelv a veszélyhelyzeti sugárzási helyzetekben a maradék (effektív vagy egyenérték-) dózisban kifejezett vonatkoztatási szintek használatát írja elö. Emiatt a vonatkoztatási szintek rendszerét meghatározó 487/2015 (XII.30.) Korm. rendelet valamint az Országos Nukleárisbaleset-elhárítási Terv vonatkozó szakasza is felülvizsgálatra és módosításra került. A cikk bemutatja a veszélyhelyzeti vonatkoztatási szintek rendszerét és a gyakorlati alkalmazás módját.

AB  - About the peaceful applications of atomic
energy, there can be no doubt, that safety
accidents have the greatest effect on the
public opinion. Besides safety - culture -, the
security incident of the recent years
highlighted the importance of security and the
culture for security, but it is still not a principal
issue.
The topic of nuclear safety culture, the human
factor within safety issues has been
recognized as an important component of
nuclear safety performance since Chernobyl.
How to make nuclear security as relevant as
safety, how does nuclear security culture
relate to safety (culture) and what and how
can security culture assessments can benefit
from the lot of results that nuclear safety
culture has reached? This paper answers a
specific part of the above-mentioned topics
and provides important considerations about
the combination of nuclear safety & security
culture assessment.
Az atomenergia békés alkalmazásait tekintve
kétség sem merülhet fel afelől, hogy a
biztonsági balesetek befolyásolják
legnagyobb mértékben a közvéleményt.
Azonban a biztonsági - kultúra – mellett az
utóbbi évek védettségi eseményei felhívták a
figyelmet a védettség és a védettségi kultúra
fontosságára, amely ennek ellenére továbbra
sem tekinthető elsődleges feladatbak.
A biztonsági kultúra témája, a biztonsági
eseményekkel kapcsolatos emberi tényezők
szerepe Csernobil óta ismeretes.
Hogyan tegyük a védettséget ugyanolyan
fontos üggyé, mint a biztonság? Hogyan
kapcsolódik a biztonsági és védettségi
kultúra? Valamint a biztonsági kultúra által
elért eredményeket hogyan tudja a védettségi
kultúra felmérés kamatoztatni?
A cikk a fent említett kérdésekre ad választ,
valamint fontos megfontolásokat tartalmaz a
biztonsági és védettségi kultúra felmérések
összevonásával kapcsolatban.
