A közös migrációs politika kudarcai miatt a tagállamok egyre inkább saját kezükbe veszik az irányítást. Bár az afganisztáni és szíriai helyzet stabilizálódása lehetőségeket is kínál Európa számára, a kibocsájtó régiókban uralkodó állapotok továbbra is aggasztóak. 2025-ben ezért várhatóan folytatódni fog a 2024-ben már megkezdődött folyamat: az Európai Unió tagországai fokozzák diplomáciai erőfeszítéseiket a kibocsájtó- és tranzitországokkal való megállapodások érdekében, hogy azok tartsák, illetve fogadják vissza az irreguláris migránsokat.
