Napjainkban a szakmai stratégiai tervezés már elképzelhetetlen a forrásokat biztosító, elsősorban európai uniós pénzügyi tervezés párhuzamos előkészítése nélkül. Az EU külső határait fenyegető veszélyek, valamint a technikai fejlődés támasztotta új kihívások egyre inkább felértékelik az új forráslehetőségek felkutatását. A Magyarországra nehezedő schengeni kötelezettségek anyagi terhei a szolidaritási mechanizmusok új formáinak (az uniós pénzügyi alapok forrásai, más tagállamok vendégtisztjeinek részvétele a magyar külső határok ellenőrzésében, a működési és fenntartási költségek terheinek megosztása) kiaknázását teszik indokolttá, amelynek egyik alapköve a tanulmány tárgyát képező pénzügyi eszköz.
