Miközben a kelet-közép-európai régió néhány kockázati tőkével finanszírozott startupja rendkívül sikeres unikornissá vált, a régió kockázatitőke-alapjainak mérete messze elmarad az európai átlagtól. Az állam szerepe viszont az alapokban – beleértve az EU-transzfereket is – kiugróan magas. Az állami alapkezelők nagy tőkekínálatot biztosítanak a startupok széles köre számára, a cégek közötti szelekciót azonban nem kizárólag piaci szempontok alapján végzik. Valójában tehát duális gazdaság működik a startupok piacán: a startup cégek egy része a piacról igyekszik megélni, s távol tartja magát az állami támogatásoktól, míg egy másik része az állam segítségével próbál boldogulni. A válság időszakában az állami alapoktól piaci mérlegelés nélkül kapható mentőcsomagok ezt a helyzetet tartósíthatják. A járadékvadász-viselkedés előtérbe kerülése megakadályozza a startupok hatékony működését, a nemzetközi mércével sikeressé válását, s ezzel párhuzamosan fékezi a globális kockázati tőke bekapcsolódását az érintett országok fejlesztéseibe. A startupok finanszírozásának túlnyomó részét vissza nem térítendő állami támogatás és kedvezményes hitelnyújtás biztosítja, mely utóbbit állami garanciavállalás is segíti. A kockázati tőke szerepe sokkal kisebb. Az állam azonban ezt is előmozdíthatja, mégpedig elsősorban a privát befektetőkkel való társfinanszírozás és a privát kockázatitőke-alapok tőkéjének megemelése révén. A kockázatitőke-alapok feltőkésítésének előmozdításához fontos eszköz az alapok privát befektetői által igénybe vehető állami garancia. Az állam a startupok finanszírozásában legeredményesebben nem a cégeknek közvetlenül nyújtott pénzeszközökkel, hanem a finanszírozás katalizátoraként, a piac privát szereplőinek ösztönzésével tud részt venni. Ennek során különös figyelmet szentel annak, hogy az állam képes-e és akarja-e érvényesíteni az uniós előírások betartását az állami tőkét befektető alapkezelők és a portfóliócégek kiválasztásánál. Az uniós alapokból érkező források jelentősen növelték az állami kockázati tőke mennyiségét, ugyanakkor korlátozták annak térbeli és időbeli felhasználhatóságát. Ez nehezen volt összeegyeztethető a kockázatitőke-befektetések természetével és időigényével. A kockázati tőkét a finanszírozást kereső vállalkozásokhoz közvetítő alapkezelők mozgásterét az állami támogatások tiltását biztosító kiterjedt szabályrendszer is jelentősen szűkítette. A visszaélések felderítését azonban akadályozta, hogy a befektetők kiválasztásához kiírt pályázatok mindvégig, a nyertes alapok befektetései pedig a programok lezárultáig nem voltak megismerhetők.
