A neoliberális fő irány felfogásában az iparpolitika eredendően protekcionista eszköz és piactorzító hatású. Az elmúlt két-három évtizedben a szolgáltatások (világgazdasági) súlyának drámai bővülése (a nemzetközi kereskedelemben és a közvetlen tőkeáramlásban is) általában is eljelentéktelenítette az iparpolitikát, elterelte a figyelmet a feldolgozóipar fejlődéséről. Neoliberális felfogás szerint az állami beavatkozás csak akkor elfogadható, ha a piacok nem képesek társadalmi optimumot eredményezni (valamilyen externália következtében), és/vagy a beavatkozás feltételezhetően közelebb viszi az eredményt a társadalmi optimumhoz – az elért nyereségnél kisebb költséggel. A valóságban azonban, teszik hozzá a neoliberálisok, mindkét feltétel csak igen ritkán teljesül.2 Az 1960-as évektől az iparpolitika elsősorban a Dél- és Kelet-Ázsiában (Japán mintájára) meghonosodott fejlesztő állam kulcskategóriája volt (Johnson, 1982), ennek következtében elsősorban a fejlődés-gazdaságtan részeként tárgyalta az irodalom. A fejlődés-gazdaságtan erős „intervencionista prioritásokat” fogalmazott meg, abból kiindulva, hogy a fejlődő országok nem rendelkeztek a fejlett gazdaságok modern intézményrendszerével. A fejlődés-gazdaságtan állami irányító szerepet szorgalmazott, beleértve a protekcionizmust, az egyes ágazatoknak és tevékenységeknek nyújtott szubvenciókat, állami vállalatokat, a közvetlen külföldi tőkebefektetések belépési feltételeinek szabályozását. Mindezek a tényezők a fejlődés-gazdaságtanban együttesen jelentették az iparpolitikát.
